The more and more I think about it though, people complain that Marvel’s cinematic output has only really produced one compelling villain because Marvel comics, which has always put flawed protagonists first, has never really had the most compelling villain characters (I could name maybe 5 or 6 non-Spider-Man rogues that are truly great, interesting characters).

DC has always had more fun, colorful, interesting villains. 

Yeah and most of those DC villains that are so fun and colourful that everyone remembers are characters with mental disabilities who’s villanism is based on those disabilities (see most every popular Batman villain).
